Iraq Joins the ICSID Convention: Announces Additional Incentives and Protections for Investors Washington DC, November 17, 2015 The Chairman of Iraq’s National Investment Commission (NIC), Dr. Sami Al-Araji, today signed the Convention on the Settlement of Investment Disputes between States and Nationals of Other States (the ICSID Convention). Iraq has become the 160th country to sign the Convention and the 152nd country to become a member of the International Centre Settlement of Investment Disputes (ICSID). Reconstruction Board Bill Sent to Parliament After Approval by Council of Ministers On Tuesday, September 17, 2019, the Council of Ministers approved the draft law that would create a Reconstruction Board. It will now be jointly submitted to the House of Representatives by the Presidency of the Republic and the Council of Ministers. The draft law provides a framework for quickly launching major infrastructure projects across the country, including roads, bridges, airports, and seaports. The draft law also aims at alleviating general unemployment by promoting investment, employing a wide array of capable individuals in a variety of different sectors.
